Vincent (Yijiang) Huang

Vincent (Yijiang) Huang is a Research Scholar at the Global Institute for Sustainable Prosperity and a Teaching Assistant Professor of Economics at the University of Denver. Yijiang defended his doctoral dissertation and is receiving his Interdisciplinary Ph.D. degree in Economics and Social Science Consortium at the University of Missouri – Kansas City in May 2020. He particularly enjoys teaching Money & Banking, Political Economy of China, and Comparative Economic Systems. His research interests include political economy of China/East Asia, money and banking, and full employment policy. Prior to pursuing his Ph.D., Yijiang had some experience in microfinance and investment banking.

Monetary Sovereignty for Public Purpose: Sustaining and Complementing China’s “New Infrastructure”

This paper elaborates Modern Monetary Theory to achieve three goals: 1) critique the myth of sound finance in mainstream economics; 2) provide theoretical justification for the fiscal sustainability of the Chinese “New Infrastructure,” a 40 trillion RMB mega investment project that was just announced by the Chinese state media; and 3) propose a Chinese Green Job Guarantee to complement the “New Infrastructure” to eliminate unemployment, promote sustainable development, upgrade industries, and stabilize the Chinese society.

This paper proposes a centrally funded and locally administered Chinese Green Job Guarantee to achieve three goals.
