Policy Note: A Just Social Wage and a Job Guarantee

GRANVILLE, Ohio – Steven Hail, Research Scholar at the Binzagr Institute, published a new policy note titled “A Just Social Wage and a Job Guarantee” (Policy Note No. 117, January 2018). In this policy note, Steven Hail takes a closer look at the unemployment problems of the US, UK, and Australia, and makes the case for introducing a Job Guarantee program to employ those who cannot find employment in the private sector or the government sector. He writes:

“Our aim should be that families could, if they chose, get by on a single, secure income. The low paid should not be driven into debt, or forced to take multiple jobs at poverty wage-rates. Given tight full employment at a just social wage, absolute and extreme relative poverty, and extremes of inequality, could be eliminated, as should have happened long ago, and each country would be a very different place.”

“Dr. Hail’s analysis gets to the root causes of poverty and inequality, and proposes a structural solution that guarantees socially useful work at a living wage,” said Fadhel Kaboub, president of the Binzagr Institute. “The minimum wage does not even come close to ensuring a basic minimum quality of life these days. All the benefits of rising productivity have been going to the top income earners. A substantial adjustment is now long overdue,” he added.
